Freddie “Fred” Baker, Ph. D.
Program Manager

Freddie Baker has been with AUSGAR since 2013, serving as a Cybersecurity Program Manager and Level III Navy Qualified Validator. He has over 20 years of experience providing cybersecurity support to the Department of Defense (DoD). He currently supports the Navy Continuous Training Environment (NCTE) as the Cybersecurity Compliance Assessment and Monitoring (CCAM) Program Manager. His responsibilities include Continuous Cybersecurity Compliance Monitoring, RMF Risk Assessments, Computer Network Defense, and Commander’s Cybersecurity Readiness Inspection (CCRI) Preparations.

Freddie has successfully accredited multiple Navy systems to obtain an Authority to Operate, implemented a Security Information Event Management (SIEM) program, and employed Cyber Threat Hunting and vulnerability analysis capabilities. He has also spearheaded and executed numerous cybersecurity compliance assessments, which included verifying and validating network/system cybersecurity risks in accordance with JFHQ-DoDIN, DoD, and DoN instruction and DISA security technical implementation guides (STIGs).

Prior to joining AUSGAR, Freddie was a senior cybersecurity engineer at AT&T, supporting the Regional Network Operations and Security Center (RNOSC) at MARFORCOM Atlantic. He was also a Jupiter network engineer supporting the Submarine Integration And Test System (SIATS) network.
He has a Doctor of Philosophy (Ph.D.) in Business Administration, specializing in Computer and Information Security, from Northcentral University. Certifications include Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), Certified Ethical Hacker (CEH), and Certified Network Defense Architect (CNDA).

Freddie is married with two daughters. He enjoys traveling and exploring local culinary cuisines and history from other cultures. He currently supports the Commonwealth of Virginia Office of Elections as a Chief Election Officer overseeing the integrity of the voting precinct operations to ensure free and fair voter participation. He is also an adjunct professor, providing instructional rigor to learners in the Technology degree program at Bryant & Stratton College.
