Richard Weiss
Business Area Manager - Experimentation

Richard Weiss is the Experimentation Business Area Manager/Program Manager of AUSGAR’s Experimentation portfolio. He directly manages the Dept of the Navy’s SBIR Experimentation Cell (DON SEC) and oversees AUSGAR’s Fleet Experimentation (FLEX) team, Fleet Design team, and other engineering projects within AUSGAR. Richard brings over 30 years of experimentation, Test and Evaluation (T&E), and management experience in all aspects of experimentation including Experiment Design, Engineering, Operations, Analysis, project planning, and team management.

Richard joined AUSGAR in 2010 as a Program Manager and a Test and Evaluation (T&E) coordinator for the Navy’s Distributed Engineering Plant (DEP). During his over 15 years with AUSGAR, Richard has served as the Navy’s T&E Lead for both the DOD’s Joint Regional Security Stack (JRSS) and the Navy’s Nuclear Command, Control, and Communications (NC3-N) program. Additionally, Richard has served as Program Manager and Experiment Planner for Trident Warrior and has also managed a number of cyber security and engineering projects within AUSGAR.

Prior to joining AUSGAR, Richard served over 23 years in the United States Navy in the Combat Systems, Ordnance, and Fire Control fields. Richard served as both an officer and operator/maintainer with over 17 years assigned to ships at sea. His experience in Command and with Test Event Planning and Management, Configuration Management, Integration and Interoperability Testing, Maintenance and Modernization, Shipbuilding, and Tactical and Technical Training are the foundational components to his career with AUSGAR.

Richard has earned an undergraduate degree in Management with a focus in history from Excelsior.

Richard’s search for his birth family introduced him to genealogy and genetic genealogy. In addition to being the family historian, Richard volunteers as a search angle for those seeking their birth families and as an investigative genetic genealogist for criminal searches. Genealogy’s combination of history, mystery, and technology keeps him hooked. Richard is an avid motorcyclist and ballroom dancer. When not on a family history search, motorcycle touring and hiking the national parks and monuments, or floating across a dance floor, he can be found hanging out with San Diego’s Florida Gator Club.
